Note:

Francis Everett Townsend, a physician in Long Beach, Calif., founded the movement towards an old-age pension plan during the American Great Depression of the 1930's. Eventually called the Townsend Plan, Inc., the organization worked to pass legislation to help retirees including Social Security.
